Business Listing & Claim Policy

This policy explains how Buy Local Toowoomba can publish an unclaimed business listing, how an authorised representative takes control of it, and the responsibilities that follow. It also explains correction, removal, outreach and moderation processes.

1. Purpose

Buy Local Toowoomba aims to help local customers discover businesses and help businesses manage an accurate public presence. A listing can exist before it is claimed. Claiming does not create the business or establish legal ownership of the business; it grants an authorised platform account permission to manage the listing.

2. Which businesses may be listed

We may list a business that operates in, serves or is materially relevant to the Toowoomba market and surrounding areas. We may decline, archive or remove listings that are outside scope, duplicated, closed, misleading, unlawful, inappropriate for the directory or unable to be reasonably verified.

3. How an unclaimed listing may be created

An unclaimed listing may be created:

  • from information supplied by the business or an authorised representative;
  • through an administrator-vetted bulk import; or
  • from publicly available business information, such as a business website or public business profile.

We aim to use business information that is relevant to operating the directory. Publicly available information can be incomplete or outdated, so an unclaimed listing should not be treated as a statement that the business has reviewed or endorsed every detail.

4. Business contact details and outreach basis

Where we plan to contact an unclaimed business about its listing, we require a usable business email address and a recorded lawful outreach basis before the listing is eligible for first outreach. Depending on the circumstances, that basis may be express consent or conspicuous publication of a relevant business contact address without a statement prohibiting unsolicited commercial messages.

The outreach evidence is bound to the current listing email. If the email changes, the previous basis does not automatically authorise outreach to the new address. A suppression, unsubscribe or revoked basis prevents further first-outreach enrolment.

5. Initial listing invitation

An eligible unclaimed business may be enrolled into the controlled Buy Local outreach process. The initial message explains that a listing exists and provides a secure claim invitation. Follow-up reminders may be sent while the listing remains unclaimed. If the business claims the listing, the claimed lifecycle suppresses it from the unclaimed listing-intro workflow.

6. Invited claim process

A secure claim invitation contains a high-entropy, single-use token. The raw token is delivered in the invitation URL and is not stored in recoverable form in the Buy Local database. The invitation may expire, be revoked or be superseded.

A recipient who opens a valid invitation while logged out is asked to create or sign in to a Buy Local account and is then returned to the invitation. The account email does not have to be the same as the public listing email. Possession of the secure invitation, an authenticated account and an explicit confirmation of authority form the invited-claim verification path.

Before ownership is granted, the user must confirm that they are authorised to manage the business. A valid invited claim can be approved automatically without a separate admin-review wait. The invitation works once and is marked used when the ownership grant completes.

7. Public or unsolicited claims

A person who does not have a valid invited-claim token may use the ordinary claim process where available. We may require the claimant to state their role and provide evidence or other information that supports their authority. These claims may be reviewed by an administrator before access is granted.

8. Who has authority after a claim

Platform ownership authority is held in Buy Local Toowoomba’s organisation-membership records. An active organisation member with the required owner or management role can access the relevant Business Portal according to their permissions. CRM contacts, tags, email addresses, Stripe customers or other external records do not independently grant authority to manage a listing.

9. Responsibilities of a listing owner

Once a listing is claimed, the authorised owner or manager is responsible for:

  • keeping business details accurate and reasonably current;
  • ensuring descriptions, claims, images and offers are truthful and not misleading;
  • holding the rights needed to publish uploaded content, logos, photos and trademarks;
  • maintaining any licences, registrations or professional qualifications referred to in the listing;
  • protecting account credentials and promptly reporting suspected unauthorised access; and
  • complying with the Terms of Use and Service and applicable law.

10. Listing edits and moderation

Some owner changes may be published directly where the platform permits. Other changes may be submitted as a moderated listing-change request. We may approve, reject or request clarification where needed to keep the directory accurate, safe and lawful. Paid status does not guarantee approval of content that breaches our standards.

11. Corrections to an unclaimed listing

A business does not have to claim a listing merely to report a factual error. If you are authorised to speak for a business and an unclaimed listing contains incorrect information, contact us with the business name, the information that is wrong and the corrected information or supporting source. We may verify the request before changing the listing.

12. Requesting removal or decommissioning

A business may ask us to review whether an unclaimed listing should be removed from public display. We may archive or unpublish a listing where appropriate, including where the business has closed, the listing is materially wrong, the business is outside our market scope, or there is another legitimate reason. We may retain non-public audit, claim, suppression, payment or security records where reasonably necessary or legally required.

13. Duplicate businesses and organisations

We may link a listing to an existing canonical organisation where the name and corroborating business details indicate that they are the same organisation. We may flag possible duplicates for manual review rather than overwrite an existing listing. We do not intentionally create competing owner authorities for the same canonical organisation.

14. Paid plans and visibility

A claimed business may choose a paid directory plan when paid plans are available. Paid features may affect eligible display features or prominence according to the plan and platform rules in force. We do not guarantee a particular search-engine ranking, number of profile views, leads, enquiries, sales or revenue. Paid access is determined by canonical Buy Local subscription and entitlement records, not by a CRM tag or a successful checkout return page alone.

15. Claim disputes and unauthorised claims

If ownership authority is disputed, we may temporarily restrict edits while we investigate. We may ask for additional evidence and may revoke or change platform access where we reasonably conclude that a claim was unauthorised or compromised. We will preserve relevant audit records so the history of the claim can be reviewed.

16. Suspension, archiving and removal

We may suspend, unpublish or archive a listing where reasonably necessary for fraud prevention, duplicate resolution, serious inaccuracies, unlawful content, security issues, non-payment of paid features, repeated breach of platform rules or legal requirements. Where practical, we will use the least disruptive action that adequately addresses the issue.

17. Changes to this policy

We may update this policy as claim, moderation or directory processes change. The current version will be published with its effective date. Material changes that affect existing claimed businesses will be communicated where appropriate.
